Happy Halloween WBCC!
The day has come for me
to say goodbye for one
last time. As I
mentioned, this is a
bitterswet goodbye. I
have learned so much
during my tenure as your
campground manager and
will truly miss seeing
your wonderful faces. I
will miss seeing the
trees turning green and
the kids begin to play
up on the hill. I will
miss hearing about
winter adventures and
sharing in life sorrows.
Most of all, I will miss
hearing
"When's the water
turning on?". Okay, I
won't miss that last
one! In all seriousness,
my philosophy in life is
to much sure I leave a
place better
than when I came, and
from your wonderful
cards, texts, and phone
calls, I know I have
accomplished that here.

time to check in on you
because you all hold a
special place in my

Good Afternoon WBCC!
As of 4:18 pm, the MN
Room size increase
passed with a vote of
381 yays to 53 nays.
This means a few things.
1. MN Rooms can be 289
sq. ft. Windows must
nmeet egress
regulations and make up
25% of the surface area
on
all exposed sides. All
setback requirements
must be followed.
2. They can be used as a
sleeping area.
3. The major appliance
prohibition is over.
For those that are
worried what this will
do. No, we will not be
designated as a mobile
home park. We are not a
year
round establishment,
therefore, we cannot
ever be designated a
mobile home park. For
those worried about
major appliances,
look at what your
neighbor has in their
out buildings. There are
fridges, freezers,
washers and dryers, and
air conditioners in many
of them. Yes, we know
they are there! The
amount of electricity
that these items will
use isn't much more than
what you pay now.
Remember, your electric
bill from June through
August runs about
$150,000. The pools draw
a ton of electricity!
My last day in the
office was going to be
today! But due to a
contractor obligation, I
will be in on Friday to
accommadate them. I will
also be finishing up a
few other last minute
things!

Good Afternoon WBCC!
We are officially blown
out! Comfort Station 1
and 5 will remain open
until November 24th.
We want to remind owners
once again that lots are
private property. We are
getting reports of
people
walking through others'
lots. I would like to
remind people, there are
more than just the
campground cameras
out in the campground!
Cluster 1 owners who
have not paid their
assessment or made
payment plan (interest
plans only) arrangements
should resolve this by
Monday, the 20th.
Otherwise, we will be
filing the liens when we
return to the office on
Tuesday.
Office hours are now the
fall hours. We are
closed Sundays and
Mondays. We will
continue to be open the
rest of the
week. Boneyard hours
will be the same as
office hours for the
reminder of the time the
office is open.

Good Afternoon WBCC!
Laundry, Comfort
Stations 2, 3, 4 are all
closed for the season as
of today!
This is the last weekend
with water! On Tuesday
morning, we will shut
the wells down
to allow the water to
drain out of the pipes
overnight to make
blowout smoother.
Tuesday: Blow out the
sewer lines. Comfort
Stations 2, 3, 4, will
also be blown out.
Wednesday: Cluster 2
lines will be blown out
Thursday: Cluster 1
lines will be blown out
Comfort Stations 1 and 5
will remain open until
November 24th. The
electricity will also
remain on until November
24th.
Cluster 1 Electrical: We
still have posts to put
in! We also have one
more very important
step: INSPECTION.
We don't know when they
will be here to inspect
the grid but they
be here to do it
sometime before we shut
off the electricity!

Good Afternoon WBCC!
Laundry is going to be

October 10th (a day
earlier than expected).
We
begin to strip and clean
the three comfort
stations that do not
remain open the same
day!
The office will be
closed tomorrow, Oct.
8th, due to prior
engagements.
We went over the list of
nonpayment for the
electrical assessment.
We will be sending out
letters this week to
those who have not paid
the assessment. This
will be your final
warning!
We will file the liens
needed on all properties
who remain unpaid.
Blowout will begin on
Tuesday, October 14th.
We start with the
sewerline.

back by October 29th as
we would like to
announce the results
before we close the
office for the year!

Good Morning WBCC!!!!
Time to pop the
champagne corks and
celebrate! As of about
10 am yesterday morning
the
Cluster 1 Electricity
project is finished! We
managed to get most of
the main units switched
over
to
new grid. There were a
few that we couldn't
do!
We are dealing with the
old pedestals as we
write
this! We are also
dealing with speed bumps
and any signage that is
down.
We
want to thank the
Cluster 1 owners for
their patience during
this project. We know it
was
frustrating and probably
a little annoying, but
the results will speak
for themselves. So
seriously,
we
thank you from the
bottom of our hearts.
End
of year things:
We are about a week and
half out from blow out!
We will begin to put the
ammenties like the
Frisbee Golf, tennis,
and pickle ball away for
the
season next week.
October 11th- The
laundry doors will be
locked along with CS #
2, 3, 4 (the
Clubhouse).
We would also like to
apologize for the state
of the comfort stations
at this time. This is
the time year
management takes over
those duties and with
being sick and the
electrical upgrade
wrapping up, we have
quite busy. We will be
dealing with them after
the morning rush this
morning!

First things first! Yes,
we are holding another
restriction amendment
vote. This one will
be regarding MN Rooms
and Screened Enclosures.
The current restrictions
reads as follows:
iv.
Screened enclosures:
Purchased or constructed
of aluminum screen,
canvas,
or plastic have a maximum size of 144 square feet (as
in 12’ x 12’).
v.
Wooden
enclosures: Built of
wood, screen and/or
windows on all sides.
Maximum
size of 144 square feet, 10’ high, solid
roof with pitch strong
enough to hold ice and
snow.
Major appliances are prohibited. These enclosures are
to be used for sitting
purposes
only and not as part of the enclosed living
space.
The proposed language of
the restriction
amendment will read as
follows:
iv.
Screened/Wooden
enclosures: Purchased or
constructed may have a

of 289 square feet (as in 17’ x 17’), 10’ high, solid
roof with pitch strong

final portion to be

means the old grid will

decommissioned. All the

We still have several
owners who have not made
any payments regarding
the electrical
assessment.

If you have your lot for
sale and are waiting for
it to sell, the
assessment and dues will
still need to be paid by
October 1st.

If you spoke with
Desirae in the spring
about being placed on
the 6-month same as cash
plan, you will be held
to the October 1st
deadline. (Don’t
think you can call
corporate and say you
didn’t receive the
letter regarding it,
especially after you
placed yourself on the
6-month plan in the
spring. Corporate and
management communicate
on a weekly basis
regarding this.)

If you are waiting for
the work to be done to
pay the assessment, the
main grid will be
completed by October 3rd,
therefore you will be
held to the October 1st
deadline!

Cluster 1 update: The
Plumwood box was
decommisioned yesterday!
If the electricians
could plug your unit it,
they did. If your wire
was buried, or too
short, they did not plug
you
back in. See the
previous post to see
which lots lost their
old feed please.
We will welcome votes
still but........
By an overwhelming
majority, the
Restriction amendment to
increase the maximum
shed
passed. As of 12pm this
afternoon, we had 401
yes votes and 32 no
votes. This means
the maximum shed size
owners can have is 120
sq. feet (as in
10'x12'). The roof pitch
must
be capable of hold snow
load.
CAMPGROUND VOLUNTEERS:
If you were a person who
helped management
throughout the season,
you are invited for a
pizza party on Sept 19th
at 12 pm. This
includes committee
members, campground
employees, water
volunteers, boneyard
volunteers, picnic

Good Morning WBCC!
Can you already believe
we are heading into
LABOR DAY WEEKEND?
Where did this season
go? It seems just last
week we were offering
donuts and coffee on
beautiful May morning!
Now we prepping for end
of season...
First things first! We
are having our annual
Labor Day picnic on
Saturday August 30th
from 4pm to 6pm. We will
be serving pulled pork
(and a limited amount of
pulled chicken
for those that may not
care for pork). We will
have coleslaw, chips,
and cookies! As usual,
it
will be BYOB (bring your
own beverage)!
The ballots are coming
in! The faster we
receive them, the faster
we can announce the
decision.
Remember, we must get
376 total votes to
either the negative or
the positive to make the
vote valid.
If you do not have a
ballot, there is one in
the office for you.
We are working getting
out the end-of-season
schedule out. Cluster 1
pool will mark the
beginning
of shut down. We will
begin to close the
Cluster 1 pool a couple
of days after Labor Day.
We
will have the schedule
posted before the
weekend.
CLUSTER 1: Everyone
recieved either a
balance sheet and
promissary notes, or a
letter stating we
have no record of
payment or a payment
plan. For those that
recieved the latter, the
payment plan
options will be limited
to the interest plans
available through Breezy
Point Reality. Owners
will need to
call Rick Stoltman at
218-562-7129 if they
need a payment plan at
this time. If you are
capable of making
the payment in full,
please make the payment
by October 1st! If you
did not receive either,
it means you are
paid in full!
I guess it is time for

The past four years have
been amazing even with
the ups and downs. I
want to thank everyone
for giving me the
opportunity to serve as

allowed me to grow so

Morning WBCC! It is damp
out there!
Couple things this week:
We have a mass mailing
going out this week. In
one letter will be the
Promissary Notes
and a balance reminder
for those on the 5 month
plan in Cluster 1. In
another will be a
reminder to those who
have not made any
payments/arrangements
regarding the assessment
Cluster 1.
The final letter will be
a Restriction change
vote regarding one
current restriction.
Every owner
in the campground will
recieve this letter.
Ballots can be returned
by mail or in the
campground
office during office
hours. If you do not
recieve a ballot, your
voting rights have been
suspended
due to nonpayment of
maintenance fees. These
owners will receive a
balance statement
instead. If
an owner owns multiple
lots, and one is paid
and one is not, all
voting rights are
suspended.
Some of these letters
are labelled Current
Resident. This is
because the program we
used to
create the labels
doesn't like multiple
names. We promise we
know who you are!!!!
If you do not get a
ballot and should have,
it will be due to an
address issue. Please
stop in the office
to double check the
address on file and pick
up a ballot.

We have completed all of
block 5, all of block 8,
all of block 9, and all
of block 10! Block 7 and
Block 11 only have a few
more sites left to be
completed.
What is happening for
next week:
Section 3 will affect
the following lots
(August 18th-

This will complete Phase 3! These lots will
remain double fed for a
period of at least three
weeks. At that time,
some of the lots in the

short phase! It contains
2 sections. The crew has
already marked the white
lines. If there is an
issue will with their
plan, please come see
Desirae in the office
and she will look at the
site and have a
discussion to help
better suit your needs!

We would like to
encourage those that

that could have won the
contest but were not
considered because they
did not sign up of the
contest. We would also
like to encourage more
volunteers for judging.
While the office staff
did not mind doing it,
this is about owners. We
feel owners should be
the ones involved in the
picking the winners!
Cluster 1 Electrical Update
We are 50% complete with
the cluster!!!!!
What is happening now:
1.
The crew is working on
the first section of
Phase 3. On Thursday,
this area will have new
power to their new
pedestals. Like
mentioned, these later
sections will be double
fed for much longer than
the earlier phases. This
is due to the way the
last three transformer
feed the remainder of
the cluster. The
existing transformers on
the beginning (from the
entrance) of Whitebirch
Way and Red Leaf Court
will be the last two
transformers done.

Landscaping:
We are bringing in dirt
and grass seed for
owners to address any
issues that accrue from
the electrical work.
This is not for owners’
personal landscaping
projects. If you
are working on personal
landscaping projects, it
is your responsibility
to procure the materials
for those projects. We
have brought in more
dirt, but grass seed is
on order (100 lbs. this
time).
Rock: We understand that
many owners have
landscaping rock in
their lots. While we
understand that this
project is wreaking
havoc on landscaping
rock, we mentioned in
the spring that we will
not be replacing rock.
We warned you that if
you had rock, you would
need to make
arrangements to move the
rock out the way. The
white line you see on
your lot is the path
they will be laying wire
in and they typically
mark that out two weeks
prior for each section!
Wire Routes: The
electricians mark the
most efficient route for
the wire. By efficient,
we mean the least amount
of wire used without
having to go through
trees, landscaping (like
rock, brick, hedges, and
other things). We also
want owners to
understand that the wire
route might be mean we
are going through one
yard to get wire to
another. We have one
owner that ended up with
3 other lots’ wire
routes running through
their yard because it
was more efficient (and
the hill they were on
was an absolute
nightmare when we opened
it up) to run up the
wire through their lot.

The time has come for
the clue:

The medallion looks like

those that know the Lord
of the Rings. If you
don't, the picture on
the boards resembles the

We have one more clue
that will come out
tomorrow at 9 am. If it
is not found by 12 pm,
we have a back up clue

will then become a
race to who gets to it
first.

August already!!! Wow,
where has the season
gone? A couple
announcements for this
morning:
Today is the day that
all the lots fed by the
breaker box near Comfort
Station 3 will be cut
off. It affects the
following lots:
Block 1 Lots 64-74
Block 9 Lots 1-7 & 20-31
Block 10 Lots 13-31
Block 11 Lots 57-80
If you are in the last
section, you will be out
of power on both ends
for awhile. We are
moving the transformer
and resetting it
The Radtke Electric crew
will be splicing your
section to the new
breakers and getting you
reconnected to the
transformer. Last
one took around 4 ish
hours altogether.
Here is the second
medallion hunt clue:
#2. A gate stands, a darkened
archway leading to the
realms beyond. The Eye
watches, but only those
with the courage to pass
through the threshold
may follow the path

weekend!

Trespassing on your
Neighbor’s Lots:
We are
receiving reports of
people walking/driving
(really?) on their
neighbors’ lots. Lots
are private
property!!!!! One might
be surprised on how many
of your neighbors have
cameras on their lots.
Owners have the right to
call the police on
trespassers. They have
been instructed to do
just that if they
continue to see people
on their camera views.
STAY OUT OF PRIVATE LOTS UNLESS YOU ARE INVITED ON THE LOT
BY THE OWNER!!!!!!!

Speeding
We are also receiving numerous complaints regarding
significant speeding
around the back side of
Cougar Pass. The speed
limit is 5 MPH in the
campground PERIOD! There
are people walking
throughout the cluster
and we would hate to see
someone get hit because
another person decided
to speed around a corner
and hit them.

We have completed the first row of the storage area. We
lost 2 spots out of the
deal: 76 and 103. If you

As usual, the rumor mill
in the campground is
buzzing!
1. NO, there is not an
additional $700
assessment for Cluster
1. We are not sure where
this came from!
2. NO, there will not be
Cluster 1 owners who
will not be upgraded
until next year. The
project is slated to
be complete around the
third or fourth week of
September. 15ish weeks
altogether!
3.
Management does not see
the Facebook pages at
all. If there is a wasp
nest in a common area,
please call the office
or text the cellphone
with the location of the
nest and we will gladly
take care of it!!!!!
4.
Baseballs in the pool
table makes for a really
hard game of pool.

that only pool balls

Update
We are moving right
along.
What is happening now:
1.
This week, the crew is
finishing the second
section. This affects:
Block 1 Lots 54-69
Block 10 Lots 7-18
Block 7 Lots 12-13
Part of this section
will be double fed for a
longer period of time
because they are fed
from the existing
transformer on Plumwood.
This will affect Block 1
Lots 54-63, Block 7 Lots
12-13, and Block 10 lots
7-12. If your lot is not
listed, you will only be
double fed until
Thursday, July 31st.
Owners should make
arrangements for their
units to be able to plug
into the new system by
then.
2.
The final section of
Phase 2 will start the
week of July 28th.
This affects:
Block 9 Lots 20-31
Block 10 Lots 19-31
Unfortunately, this
section will not get the
luxury of being double
fed at any point because
they will use the
existing transformer
that feeds this phase at
the moment. The old
pedestals will lose
power when this section
is complete! This will
mark a 40% completion
for the project.

Phase 3 will start the
week of August 4th.
It will be broken down
into the familiar
pattern of three
different sections.
Unlike the pervious
phases, all three of
these transformers are
new transformers instead
of two new ones and one
existing one.

Hello WBCC!!!
A few things for the
weekend:
1. Desirae will be gone
for the remainder of the
weekend. Willow (the
office admin) will be
here to
assist you. Desirae is
dropping little man off
with Grandma Vicki in
Arizona.
2. We are going to ask
once again to have
owners who have storage
spots in the row of
76-103 to move
their items to overflow
by Monday. We are going
to widen the spaces out
to 12 ft in order to
accommodate
the demand for pontoon
storage!
3. Cluster 1
Electrical: This was a
rough week for the crew.
We are behind by a day
because of the water
issue
from yesterday. The new
pedestals in the first
section are placed but
not charged. The second
section work will
still begin on Monday
after they charge the
first section's
pedestals. The second
section is the rest of
the Plumwood
lots in this phase.
Phase Three should begin
on August 4th. This will
affect the rest of block
8, block 5, block 11,
the rest of block 10,
block 7, and part of
block 6. We will have a
better idea next Tuesday
of the exact lots
affected and will post a
more
detailed breakdown.
4. We have replenished
doggie bags and the
various balls for the
kids/adults!

Cluster 1 will be out of
water for a little bit.
They hit a main this
time. We have Pratt
sending out some people
to fix it as soon as
they can. Comfort
Station #1 has water
right now. This was a
bit of perfect timing
because
we have a sand filter to
replace at the Cluster 1
pool. It will be closed
until the filter is
replaced and the water
is back on!
Cluster 2 will see a
drop in pressure for a
very short time when we
reintroduce water to
Cluster 1. We do it this
way so
we don't hammer the
pipes. Then we have to
make our way all the way
outside the Cluster 1
entrance to turn Well 1
back on. Please be
patient!!!

GLASS BOTTLES IN THE
POOL AREA.....
While opening the pools,
we found a bottle of
wine. It is posted that
we cannot have glassware
of any sort
in the pool area. We
know this sounds like a
stupid rule but the
consequences of having
glass break in this area
are quite costly. If we
find broken glass, we
are forced to close the
pool for a minimum of 1
week. We will
have to drain all the
pools in order to make
sure there is no glass
(regardless of whether
there was glass or not).

Good Morning WBCC! We
have assessed the
weekend shenanigans and
overall, it wasn’t too
bad
considering the number
of people we had over
the holiday.
A few important things:
1.
Cluster 1 Electrical:
The power down for the
last section of Phase 1
will begin at 8 am on
Thursday, July 10th.
This may take up to 8
hours as they switch
things over to the new
infrastructure. If you
are on one of the new
transformers
already (aside from the
Barkwood Court area),
this is the point where
your old pedestal will
lose power to it. Make
sure you
have your unit over to
the new pedestal.
2.
Comfort Stations:
Overall, they weren’t
too bad. We seem to have
had a TP party in most
of them though. We are
not
sure the purpose of
throwing toilet paper on
the floor, but we would
like to remind owners
that bathroom supply
costs are
another item that
affects the maintenance
fees. While we realize
that a majority of the
issues are most likely
from guests, owners
bear the brunt of those
costs in fee increases.

Comfort Station #1:
We are seeing evidence
of smoking within the
building again. If we
continue to see this, we
will be forced
to close it. For those
that do not know about
public pool laws, if we
close Comfort Station
#1, we will be forced to
close the pool too.

smoke when they go IN A
PUBLIC BATHROOM. You are
more than welcome to
smoke outside!

To whomever left their

We realize that alcohol,

public buildings and any
lewd acts caught within

for the housekeepers to

Good Morning WBCC!
Quick announcements:
Everyone in Cluster 1
has had their power
restored as of 6:15 this
morning. We are asking
everyone to please
conserve on power for
the remainder of the
weekend. Unplug items
that are not necessary
like outdoor yard
lights,
unplug toasters unless
in use, and other items.
Air Conditioners could
be set at a higher
temperature than
preferred
to ease their draw on
the grid.
Barkwood Court: You will
notice you have lost
your old grid power.
Unfortunately, due to
yesterday's events,
we needed the breaker to
get power to part of
block 3 and block 8. The
power surge took out
their main breaker.
Run extention cords if
needed to items that
can't be with out power
and make sure to switch
your unit to the new
grid
as soon as you can!
We will say this, the
weekend has been a
testament to why this
upgrade in Cluster 1 was
desperately needed.
While
appreciate that owners
were trying to allow
management some off
time, we need to be the
first call when there
are electrical
issues. We can assess
the situation and figure
out the best course of
action. Crow Wing Power
is the last option
typically!
The bathrooms are
absolutely atrocious!
Comfort Station 1 is
understandable, but
having toilet paper and
kleenex
on the floor of every
bathroom is not
acceptable behavior.
Tissues will not be
replaced at this time
due to this issue.

in the campground that

HAPPY 4TH OF JULY
WBCC!!!!!
Unfortunately, due to
the circumstances
yesterday, we will need
to close the office
quite early today. We
were
here until around 11:30
pm last night so we do
need to cut some of the
overtime back (saves on
dues!) We will
opening the pools for
the first part of the
day as today will be a
hot one. We will try to
be in the office from
10:15
unitl 12:30 pm to give
the extra campers time
to see us in the office
and any other business.
On a good note, Cluster
1's utilities were
restored fairly quickly.
The fuse on the pole
outside the cluster
blew.
Crow Wing Power didn't
find any issues within
the cluster and replaced
the fuse which restored
power. The
water issue was an
accident that broke a
spigot line (unrelated
to any electrical as we
are not working on
that again until Monday)
and we repaired that
fairly quickly also. The
gate at one is
operational!!
We have been made aware
of the golf cart crash
that occurred last night
in Cluster 1. We are not
going to
tolerate this behavior.
If we must, we will
involve law inforcement
officers regarding the
behaviors on golf carts
in the clusters.
Parents: if your teens
and your pre-teens
cannot operate these
golf carts in a safe
manner, there
will be a discussion
about major
rule changes regarding
golf carts and
minors!!!!!
We have a heat index
advisory today, so be
aware of this! We are
also in for some storms
this afternoon
and into the overnight.

As we move into the
holiday weekend, here
are some reminders for
everyone:
1.
We have noticed some
very young kids driving
golf carts. We want to
remind owners that there
is an age limit for golf
carts. With an ATV
permit,
12–14-year-olds can
drive a golf cart.
Otherwise, 11 and under
are not
allowed to operate a
golf cart.
The
most common injuries to
occur on a golf cart is
a
concussion/traumatic
brain injury, broken
bone, and other soft
tissue injuries.
2.
We are also
seeing some speeding
throughout the clusters.
The speed limit is 5
MPH.
Drivers can be
cited for reckless
endangerment for
excessive speeding.
Especially if
the speeding
party almost runs head
on into another vehicle.
This includes golf
carts.
So please,
SLOW DOWN! We are on
vacation people, no need
to be in a rush!!!

We are getting
some complaints about
barking dogs.
Unfortunately, unless
there is a noise
ordinance
violation, we cannot
control this. Dogs will
bark; some breeds are
worse than
other (I have
wiener dog at home that
barks at everything that
moves…). There are
things
that owners
can do to suppress
barking. If the dog
barks at everything that
moves, one
could try
limited their ability to
see things outside the
house. If the dog barks
at noise, try
playing music
or something else to
drown out outside
noises. If worse comes
to worse, one
could invest
in a bark collar. The
one I settled on has
three stages: a beep, a
vibrate, then a
shock. It only
took my wiener a couple
shocks to understand
that the vibrate is
before the
shock and to
stop barking at that
point.
4.
We had a group
of kids abusing the
volleyball net on
Monday. The volleyball
net is not a jungle
gym. Hanging
off of the net will
break it/stretch it out.
If a kid breaks the net
because they
were abusing
the net, the parent has
bought themselves a
broken net!
5.
We did get
some reports of minor
things in the comfort
stations. There was a
pile of sand found
in front of a
toilet in the Men’s side
of Comfort Station 3,
with clear signs that
someone is in need
of some
practice at aiming.
Pauline and Willow work
very hard to make sure
the comfort stations
are
presentable for owners.
Let’s not make it more
difficult for them.

ABSOLUTELY NO FIREWORKS IN THE
CAMPGROUND!!!!!!!!!!!!!!!!!
7.
Docks weren’t
bad when we checked them
yesterday. If you
received a violation
notice, it is
because we
didn’t see a current
GREEN sticker. We will
be swinging by the docks
all weekend.
We are asking
the jet skis utilize the
spots closer to the
shoreline as they are a
lighter watercraft
and
won’t bottom out in
those spots as easily.

Management will be
making surprise visits
throughout the evening
hours this weekend.
You may not know it’s

Cluster 1 Electrical
Update
We nearing the end of
Phase One!!!!
What is happening now:
1.
The new transformer will
be charged up on July 2nd.
This means Block 9 Lots
4-19
and Block 11 lots 50-64
will double fed for a
period of about a week.
2.
The team will lay the
wire and pedestals for
Block 8 Lots 5-20 and
Block 11 13-16
and Lots 45-49 (we
didn’t forget you!)
after the holiday
weekend.
3.
July 9th or
the 10th, the
team will be doing the
final switch over. This
is the one where
outages WILL happen. If
you are in the other
sections, it strongly
suggested that you get
your unit on the new
pedestal.
4.
After each road settles,
we will bring class 5
and smooth them out
(assuming nature’s
sprinkler is done). We
will also start bringing
in filtered black dirt
and grass seed. The
grass seed will most
likely be a 50/50 mix of
Rye/Blue Grass.
If you would like to contract
Radtke Electric to do
any work, please contact
the office at 454-1035.
They will send out a work order. There will be a $150 minimum.
Please do not bug them
while they
are working on the main infrastructure as this is the main
project and we would
like to maintain
the track we are on!

we will be about 20%
complete with the
project!

Reminders about building
permits:
We are seeing a lot of
new sheds and decks on
lots that don’t have
permits in the office!
We want to remind all
owners that any
structure (sheds, MN
Rooms, screened porches,
awnings, and decks) all
require permits. This
includes any
prefabricated buildings
from
places like Old Hickory!
For those that have
already brought in or
built items, we will
be sending out letters
and the cost of the
building permit will
triple. If it is not
within
setbacks, you will be
told to rectify the
setbacks as anything new
will not be
grandfathered in!
Cluster 1 Gate:
As you may have noticed,
the entrance gate is not
working. We are seeing a
lot of high-speed drive
throughs. This arm is
malfunctioning and we
are not sure if it will
come down. The speed
limit
is 5 MPH. SLOW DOWN AND
PROCEED WITH CAUTION! We
have a service call in
for it.

This was the part 2 I
was going to post....
Cluster 1 Electrical:
First day had a bit of a
rough start! They found
one of the shallower
spigot lines. Of all the
things that could
happen,
this is the one that
will occur most
commonly. If it happens,
we have everything on
hand to fix them so
water outages
will be short term.
Comfort Station #1 will
remain open and water
will be accessible
during any outages.
Laundry:
We have run Affresh
tablets through all of
the washers. We are
hoping to this will
address the issue we are
receiving complaints
about!
The first dryer in the
Clubhouse laundry is
still out of order. We
will need an electrician
as it seems to be the
plug and not the dryer!
Community Sale
We are holding the
annual community sale
this Saturday, 6/21/2025
down in the Cluster 2
overflow lot. We have
placed signs out
on Dove and County Road
11. We will finally be
selling the old frisbee
golf baskets at this
time. This will be a
first come first serve
basis. They will be $25
per basket. There will
be a limit of 3 per
person in order to
accommodate the demand
for them!
Storage Lot
After the community
sale, we would like to
remark the middle
sections of the storage
lot so each person will
get a 12 ft wide spot.
It seems
the 10-foot width of the
spots is just too narrow
for the demand of the
storage area. The spots
along the fence are what
they are due to the
fence
posts. We cannot fix
those but we can revamp
the middle areas.
Storage Spots 76-90
We are asking you to
clear your spots
temporarily so that the
guys can widen out this
section first. This is
why we waited until
after the community
sale as we can offer the
overflow area as a
temporary storage area
as the guys rework the
area. We will lose some
spots, but we have
purposely
left some open to
accommodate those lots
lost. Please wait
until after the
Community Sale to move
your items to overflow.

Cluster 1 Electrical:
The storms on
Monday, 6/16/2025, have
delayed everything
because of emergency
work for Crow Wing Power
and Minnesota Power.
Locators are all busy
getting those areas so
people can get power.
The locate process must
complete before breaking
ground. They have plans
to be here with boots on
the ground tomorrow as
long as the locator
from USIC gets down
there to locate the
electrical wires!
We have hopefully
addressed all the issues
regarding pedestal
placement. Please
remember, the old
pedestals will be
taken out after the new
ones are set, so lots
will have extra
pedestals for a period
of time. We have the
timbers already
for when they dig out
the old pedestals.
The contractor will be
moving through the first
phase in three distinct
sections.
Section 1: Block 11 Lots
17-44
These lots will be fed
from the new transformer
near Block 11 Lots
41-42. They start by
setting the subpanels
and getting
the secondary line in
the road first. They
will then get the
pedestals all placed.
This section will be
double fed for a period
of time. This means both
the old and the new
pedestal will have
electricity to them.
This is temporary!
Please make arrangements
to have your unit ready
for the switch. If an
owner has had their unit
hardwired
into the main grid, they
will need to figure out
how to switch over to
being able to plug into
the new pedestal.
Section 2: Block 11 Lots
50-63 and Block 9 Lots
4-19
These lots will be fed
from the new transformer
near Block 9 Lots 5-6.
The process will be the
same as the first
section.
This section will
experience the same
double feed as the first
section. This will be
temporary!
Please make
arrangements
to have your unit ready
for the switch. If an
owner has had their unit
hardwire into the main
grid, they will need to
figure
out how to switch over
to being able to plug
into the new pedestal.
Section 3: Block 8 Lots
5-20 and Block 11 Lots
13-16 & 45-49
These lots will be fed
from the existing
transformer that is
located near Block 11
Lots 45-46. The team
will place the new
subpanels
and the secondary wire
in the roads. They will
get all the pedestals
installed on lots. This
is where it gets a
little interesting!
Because
this is the existing
transformer, the
transformer will be cut
as the charge up the new
subpanels. This will
last about a half a day
ideally,
but could extend to an
eight (8) hour period.
This will occur on a
Monday or a Tuesday so
it won’t interfere with
weekend operations.
Block 11 Lots 8-12
The electrical map has
been slightly reworked
regarding these lots.
Originally, these were
going to be fed from the
existing transformer,
but the team decided
these lots would be
better fed off of the
new transformer near
Block 5 Lots 1 & 19. DO
NOT WORRY, THEY
WILL MAINTAIN POWER
UNTIL THEY ARE
OFFICIALLY UPGRADED!

Hello WBCC!
DOCKS
We have three
pontoons left on the
dock from earlier this
week.
On the sticker form that all owners sign
when they get their dock
sticker, it states that all owners must be
present in the
campground
during the time the boat is docked. This
means if an owner leaves
to
go home or on a trip, their boat needs to
leave the water. If you
are a
GUEST or
RELATIVE of an
owner, we do allow you
to get a sticker,
BUT YOU CANNOT
LEAVE
YOUR BOAT OVERNIGHT
UNLESS YOU
ARE
STAYING IN THE
CAMPGROUND.
Being a resident of
Breezy Point
does not authorize you
to claim residency in
the campground.
The form
also stays that a boat may stay docked for
up to 7 days, but they
must
be removed for a period of at least 7 days
before redocking.

We have gone through the list

Overall, we are sitting very well.
Late fees have been

their lots. This is a courtesy being
extended to owners as
restrictions do
state one camper per site!

Maintenance Fees and Storage Fees
The day has arrived! Today is the last day to pay
maintenance fees and
storage fees without
getting a late fee.
Kersten (the staff accountant) and I will be
assessing where we are
on payments next week.
If an owner has
contacted us to make prior arrangements (health or
other reasons), they
will be honored. Card
shut-offs will
happen next once we get our bearings straight! We will
warn owners the day
before!
Lawn Maintenance
We will be looking at lots over the next couple
weeks. We expect that
spring lawn maintenance
to be done
by then and any issues with junky campers or
other issues to be
addressed. If you
receive a letter, you
will be
expected to address the issues within 20 days!
Boat Stickers are here!
We will give leeway until next Saturday. Please
try to have the new
sticker by then. Also,
we see some boats
that have been on the docks for quite a while…..
We know who you are!!!
Management makes a daily
trip to
the corporate offices. We do take note of who is
on the dock at this
time. We will also be
swinging by randomly
throughout the week later on in the evening.
Dumpsters!
We are very
disappointed in the way
that SOME owners
have been abusing the
dumpsters. The dumpsters
are
for HOUSEHOLD GARBAGE ONLY! This excludes wood
from sheds, mattresses,
grills, TVs, futon pads,
paint buckets, or chemicals. Are you able to place
those in your garbage
bins at home? Absolutely
not! Same rules
apply here. We may have a surprise for those owners we
catch throwing those
things away…
Trail cameras are
easy to hide and we have plenty in my household that I
would be willing to
borrow to the campground
for the season!
Reminder for Cluster 1!
We have our meeting with the contractor on Thursday,
June 5th. We
will then work on
getting a plat map and
rough time line
out to owners. We cannot post the plat map on the
website. We will try to
get together with the
admins of the Facebook
groups
to post it on the Facebook page. We are
hoping to have that done
by next Saturday!
If you have not dealt with your assessment, we
are expecting owners to
make a decision soon!
Like we mentioned at the

we have wiggle room on the 5-month plan. We

3-year plans are not as

have been addressed and

night. I try not to have

Way and Plumwood,
heading toward the golf
cart path. The ground is
soft and we have stakes
and caution tape around

Good Morning WBCC!
The dumpster is here! It
is located by the
maintenance sheds in the
boneyard. There is do
not fill past line
clearly marked.
We will bring in an
additional dumpster when
this one is filled to
capacity. Please follow
the rules regarding
these dumspsters.
When we have to pay
extra for these things,
at end of year, the
increase in budget costs
factor in fee increases
for the
following season. In
other words, if we go
over budget, owners pay
more next year. We try
really hard to stay in
budget!
Of course there are
always things that
happen that are beyond
our control, like
increases in pool
chemical costs or
utility fees.
Quick clarification on
the Cluster 1 work next
week. No one should
loose any power during
this time. They are just
setting
the transformers and
boring in the line that
will charge them
eventually in order to
provide adequate power
to the new
infastructure. We will
communicate with owners
regarding outages.
Typically, lots will
only be out of power for
a work day
while they are
connecting them to the
new grid. We have
decided that this
portion of the project
will occur early during
the
week, Mondays thru
Wednesday or Thurdays,
because we want owners
to be able to enjoy the
weekends without
interruption. We will
also try to avoid major
holidays weeks like the
Fourth of July and Labor
Day. We expect to be
done
with the project around
mid to late September.
Of course, weather and
other factors will
determine this outcome!
We hope this clears up
some of the confusion
about what is happening
next week.

After speaking with Crow
Wing Power this morning,
they are scheduled to be
here with Elite
Underground
on Tuesday, 5/20 at 7:30
am with boring equipment
and front loaders to
bore in the primary and
set the new
transformer boxes. Their
plan is to have
everything done end of
day Thursday, 5/22. They
may have to sneak
in Friday, 5/23 morning
to finish up, but we are
hoping that is not
needed. This will affect
the entire cluster at
this
time as the transformers
are statigically placed
throughout the cluster.
They will not be boring
under any lots; they
will be running the
primaries in the road
way.
Crow Wing County has
been placed under a
Tornado Watch. Remember,
we strongly encourage
that you seek
shelter at the Breezy
Point Convention Center
if needed. CS #1 and #5
are brick buildings and
will work in a pinch.
We will be having the
annual meeting on
Saturday, May 24th at 10
am under the pavillion.

update on projects for
the entire campground

Good Afternoon WBCC!
We have good and bad
news for everyone!
Aside from the eletrical
project for Cluster 1,
we have another big
project slated for the
year. Both of the big
pools are in need of
some serious TLC. They
are being sandblasted
down to the concrete and
repainted. They also
are due for main drain
replacements.
Unfortunately,
repainting requires
Mother Nature to
cooperate with us. If
its too hot, the paint
will not spread
correctly. If its too
cool, the paint will
stay tacky too long. As
you know, this week was
too hot. Next week,
well, its going to be
too cold.
I guess I will rip the
bandaid off.....pools
are not going to be
ready by Memorial Day.
Don't come for me!!!
I promise it is
necessary maintenance
that was needed, but
Mother Nature is being
Mother Nature at this
time.
Temps seem to stablize
after next week!
Good News: I spoke with
Crow Wing Power and
after a final walk
through tomorrow, they
should have their
equipment here to get
the primary line bored
in and transformers set
early next week! Due to
this notion, the office
will be closing early on
Thursday 5/15/25. We
will be here from 7:30
am to 3:30 pm.
We are supposed to see
some storms tomorrow in
the afternoon. As usual,
if you need shelter,
please head to
Breezy Point Convention
Center as it is our
designated storm
shelter. If you cannot
make it, CS #1 and #5
are
brick buildings. They
are not ideal but will
serve as a safer
building than nothing at

Station #1....
We would like to remind
owners that smoking of
any kind in any public
building is prohibited
by MN Statute
144.414. We found
evidence inside Comfort
Station #1 that someone
was smoking (ashes in

Busy day today! We
have two more wells to
flush this afternoon and
our well guy is coming
to fix our pressure
issue!
As with any time we
flush, if you smell
chlorine in your water,
make sure to flush your
lines until the smell is
gone.
We have all 5 comforts
stations up and runnning
now. We have unlocked
the Clubhouse laundry
for owners also.
Hazelwood is trying to
get here to set up the
arcade games this
afternoon.
We also have some of our
50 amp pedestals
arriving this afternoon
for the Cluster 1
eletrical project.
Speaking of Cluster 1
Electrical, we are going
to to try to post the
answers to your
questions on here, but
if they are wonky, they
will be posted on boards
by the entrances and the
Comfort Stations #1 and
#3
for owners to see!
Cluster 1 Electrical
Questions
1. We would appreciate
access to all submitted
quotes as well as
information about the
selected vendors and
contractors.
A: We can and will
provide the amounts of
the 4 quotes we received
from different
electricians to the
membership,
but not the names of
said bidders.
2. Is the $2,400 cost a
comprehensive,
all-inclusive amount?
Will any additional
charges be assessed to
the owners
following the
completion of the
upgrade?
A: Yes, the $2,400 is
an all-inclusive amount.
Our intent is for no
additional charges to be
assessed to owners.
3. What is the required
upfront cost for the
project? Will the full
amount be paid prior to
project completion?
A: The upfront costs of
the project to be paid
out in May is
approximately $525,000
for wire, pedestals, and
Crow Wing Power to come
in on time. There will
be monthly progress
payments to the
contractor throughout
the summer and a
retainer fee of about
10% at the end of the
project.
4. Will the new set up
include dedicated 30-amp
and 50-amp outlets to
eliminate the need for
adapters?
A: Yes, there will be a
50-amp plug, 30-amp
plug, and 2 20-amp
plug-ins in each
pedestal. There should
be
no need for an adapter.
5. Will all currently
connected electrical
facilities on individual
properties be
reconnected without
additional charges?
A: No, anything that was
added to your individual
lot will not be
reconnected through this
assessment. Owners will
be responsible for any
reconnections they may
need.
6. Has a through survey
been completed for each
power box? Will
individual owners be
notified in advanced of
any
potential disconnections
or additional costs?
A: A locate will be
performed on each lot,
however,
please be aware,
locators do not locate
private power
lines, they only locate
the utility lines that
belong to Crow Wing
Power, Spectrum, and
TDS. Any
private
power, water, or sewer
lines on an individual
lot will need to be
located by owners, and
at the owner's expense
before work starts on
their lots. Contractors
will not be responsible
for unmarked and
mismarked private lines.
Individual owners will
be notified in advance
of when work will start
in their area; in case
they would rather not
on the lot at this time.
The most important items
for owners to mark will
be holding tanks and
their lines, sprinkler/
water lines, and private
power lines within their
lots.
7. Last year's increase
in annual dues was
intended to help cover
the cost of the Cluster
2 power upgrade. Will
those
increased dues be
applied to both Cluster
1 and Cluster2? Or
contribute toward the
cost of the Cluster 1
upgrade only?
A: There was no increase
associated with the Fawn
Lane electrical repairs.
Our annual maintenance
fees are increased to
cover increases in
annual services,
salaries, and
maintenance expenses.
8. If the total project
cost is $800,000, could
you please clarify the
reason for the $876,600
total being assessed
across 349
properties? What is the
intended use of the
additional $37,600? Will
any unused portion be
refunded to owners, and
can a written
for these funds be
provided?
A: There are some
contigency dollars
included in the $2,400
assessment. Any dollars
left over from the
project will be left in
the
campground accounts.
9. Is the $2,400
assessment
tax-deductible for
owners as part of an
energy efficiency or
energy savings
improvement?
A: We cannot answer this
question. Please consult
your tax advisor or
accountant as the are
better suited to provide
this answer.
10. Will there be an
option for owners of
multiple lots to extend
the payment period
beyond two years; while
maintaining
the same interest rate?
A: We are offering 3
different payment plans
for owners:
#1 is 5 months same as
cash, no financing.
#2 is 2 year financing
at 8%
#3 is 3 year financing
at 8% (this is only
offered to those with
mulitple lots)
Otherwise, owners are
welcome to seek an
equity loan or something
similar from a bank or
credit union if they
want
a different option.
11. Were any additional
fees--beyond the annual
dues increase--charged
to Cluster 2 owners
during their power
upgrade?
A: There was never a due
increase to cover Fawn
Lane electrical repairs.
Please see answer to
question #7. Cluster 2
did
however have a special
assesment in 2001 to
help with the cost of
paving Dove Street.
Cluster 1
did not
participate in that
assessment.
12. Are we still
contributing toward the
cost of Cluster 2
upgrades? If so, will
the dues be reduced once
that obligation
has been fulfilled?
A: Neither Cluster 1 or
Cluster 2 owners paid or
contrbuted anything
extra to help with the
Fawn Lane electrical
repairs.

13. Will the comfort
stations and pool area
also be upgraded? Are
the owners paying for
this or the park?
A: No, we are only
updating the campsites,
and the wiring to them.
14. We would like to see
a breakdown of the
owners' financial
records for the past
three years. Dues paid,
with a detailed
breakdown of how they
are spent. We'd like to
have these mailed out
yearly with the new
monthly.
A: The Whitebirch
campgrounds
are not an association.
This is a for-profit
company, solely owned by
Whitebirch INC;
therefore
the financial records
are not public
information. We do,
however, provide a
detailed copy of how
dues were spent for the
last year. It
is available for viewing
in the campground office
at the any owner's
request every year.
15. We suggest the
owners of the road to be
invited to the May
meeting.
A: Jeff and Desirae are
the Whitebirch INC.
representatives and will
both be present at the
May meeting.
16. Is there a
percentage of the
project breakdown?
Owners and Park
percentage of the cost?
A: No, we are only
upgrading the wires to
the campsites, and the
pedestals on the
campsites. The amenites
are
already appropriately
wired. See question #13.
17. Will the existing
power boxes be relocated
or removed as part of
this upgrade? Or just
have the wires
disconnected? May we
request the old boxes be
left in place? This
gives some folks an
option to back feed
their old
infrastructure.
A: Existing power boxes
will be disconnected and
removed. We will attempt
to sell the old boxes,
and monies gained from
the sale
will be depositied in
the campground accounts.
The grid wires will be
abandoned and left
buried.
Some reminders for all
owners in Cluster 1:
* If an owner opts for
one of our financing
plans, please be aware
that we will recording
these contrcts with the
County Recorder, so
we will be charging the
owners the recording
fee.
* The State Electrical
inspector has
advised that to help
prevent these issues
from occuring again,
supplemental farm panels
should not
be used or reconnected.
* Cluster 2 has tarred
roads, whereas Cluster 1
has gravel roads. There
is a portion of Cluster
2 maintenance fees that
goes to road repairs
in Cluster 1 for the
past 25 plus years at
approxiamately $7,000 to
$10,000 (dependent on
weather) annually.
* We did vote on
paving the roads in
Cluster 1, a potential
special assessment, but
that vote was soundly
defeated. Whereas, this
electrical
upgrade has been deemed
a necessity due to
safety and liability
issues that all Cluster
1 owners would share in.
* Also, as previously
mentioned in question
#11, Cluster 2 owners
did pay a special
assessment for helping
with paving Dove Street.
Cluster 1
owners did not share in
that cost.

What beautiful day is it

Water is on!
We were unable to get
chlorinated yesterday
due to the storm (our
well company is based
further south). They
will be here Tuesday
morning
to chlorinate!
Comfort Station #3 does
have a pipe issue and
will not be open until
fixed. Comfort Station
#2 will be cleaned and
ready for use by the
weekend. It is not
heated! We haven't check
Comfort Station #4 (The
clubhouse). We will work
on that tomorrow.
If you are located in
the Fawn Lane area, make
sure to run you spigot
for about 10 to 15
minutes before you hook
it up to your
camper. This will make
sure the sediment is out
of the line!

Hello Everyone!
Water Update: We have
been able to talk with
the excavation company
that deals with our in
ground valves that
need replaced. We have a
blow out valve and an
inline sewer valve that
are in need of replacing
at this time. After
speaking with them, they
are still seeing some
frost in the ground at
this time and will be
out late next week to
check
out the valves and
hopefully replace them!
We are shooting for the
week of the 29th to turn
the system on and get
water flowing! If
anything changes, we
will let you know!
We have recieved a list
of 13 questions that
have been floating
around Facebook
regarding the Cluster 1
electrical
upgrade. All questions
will be addressed on May
24th during the meeting.
As much as we love to
talk on the phone,
please do not be
insulted if we don't
answer the phone or
email immediately. We
are trying to get other
aspects of the
campground open, like
the water, the pools,
and the other comfort
stations. Quite frankly,
my voice is surviving on
lemon
and honey water at this
time....
The number one thing
everyone needs to
understand, the only

No, we will not be
metering individual
sites! It wasn't even a
discussion.
Unfortunately, the bid
did go up between the
fall, the letter, and
now! We had to order
more wire and all the
bids did increase
over the winter.
But....we did manage to
miss the tariff hikes.
Yes, you are able to pay
upfront or ask for a
payment plan. I don't
know the details of
payment plans. Please
call Shanna at

have those details. Like
mentioned, she will only
know questions regarding
payments. All other
questions
should be directed
toward Jeff or myself.
Like mentioned in the
letter, we understand
that some of you may

problems down there, the
more it became apparent
that it wasn't an option
to do nothing. Remember,

like a fire, all owners

bear the liablility of
any damage beyond the

Yes, this project will
be started and completed
in this season. I will
not leave here this fall
without it completed. It
is our hope that
by the time 4th of July,
we will have enough of

grid, that we shouldn't
see any outages.

keep owners informed of
what is going on. There

regarding plans of

in the next few weeks.

The roads are quickly
clearing from the snow
storm we had! Comfort
Stations #1 and #5 are

use. The woman's side
has heat finally in CS
#5. There are two
toilets that need
replacing in CS #1. They

use them!
We are working
on it!
The exit gate arm in
Cluster 2 didn't fair so
well in the heavy, wet
snow. We are working on
getting it replaced. We
are also aware of the
issues
it is having. We
will have our gate guy come

maintenance soon, we
will assess it then to
figure out the issue!

DISPOSAL: If they

that are prohibitated in

there is no access
to water yet. We will be
working getting those

Good Afternoon WBCC!
A couple of things:
We have switched to a
new collections system
over in the corporate
offices. While most of
you are really good
about notifying us about
address changes, we
are asking anyone who
hasn't updated an
address with us since a
recent move to call
Shanna at 218-562-7578
to do so.
This second announcement
is sensitive in nature.
We have spent the entire
season cleaning up the
past due maintenance
fees. We have placed
anyone that has not
contacted us over this
season into collections.
While going through this
process, we noticed we
had a small group of
properties that were
being neglected
physically and
financially. Upon
further investigation,
it was found the owners
were passed for a period
of five years or more
(19 years being the
longest).
We are asking for a
couple things:
1. Current Owners:
Please think about
planning for your
property after your
death. There are trusts
and other methods of
property transfers after
death.
This type of planning
will help your family
members out tremendously
during this time.
2. Relatives and Heirs:
We are asking that if
you are dealing with a
property of a lost love
one, please keep us in
the loop with the
process.
We currently have a few
in limbo that are being
sold or family is
deciding what to do with
the property that have
been great about letting
us know where
they are in the process.
We also have a couple
that have been told that
we will no longer be
taking payments from
them and all access to
the property
is restricted until the
property is in a living
person's name because
the probate periods have
long gone. We understand
that mourning your loved
one is
a process and takes
time, but we still have
to conduct our business.
As long as you continue
to communicate what
steps are being done in
regards to the
property, we will
continue to work with
you. If you neglect to
stay in communication
with us, we will assume
the property to be
abandoned and move
towards
liens and eventual
procurement of the
property for resale.
There is also the added
expectation that the
property is still
maintained. This means
make sure the
lawn is mowed and all
debris is removed.

regarding issues like
this will be Shanna. She
